My Dear Brothers:
It is with joy and gratitude to inform you that the
following fraternity brothers - Attorney/Forester Jonas R. Leones, UPLB '87 and
Forester/CPA Rupert P. Somera, Ph.D., UPLB'57, were awarded by the PRC as Outstanding Forester and Outstanding Certified Public
Accountant, respectively, for the CY 2016.
The awarding ceremony was held at the historical
Manila Hotel last June 22, 2016, 6pm, during the 43rd anniversary of the PRC.
The keynote speaker for the occasion was former Senate President Manny Villar, who happens to be the brother in law of another fraternity
brother - the late Alex Aguilar.
Brod Jonas Leones is the incumbent Undersecretary of
the Phil Department of Environment and Natural Resources, while Brod Rupert
Somera is an internationally renowned and multi- awarded tax practitioner, advisor and fellow.
Brods Rey Juan, UPD'71, Obet Oliva, UPLB'74, Henry
Adornado, UPLB'91 and the undersigned were able to witness the said important
event in the career life of our dear Brods Jonas and Rupert.
Let us thank God and our beloved fraternity, and of
course their respective families, for guiding and helping our two outstanding
brothers to becoming where they are now in their chosen career.
I hope the above- outstanding accomplishments of our
two awardee Brods will also serve as an inspiration to the brotherhood,
especially for our young and talented brothers.

FOR OUTSTANDING FORESTER - USEC JONAS ROQUE LEONES
"For his outstanding contribution in generating synergy between the
forestry profession and other fields such as climate change, pollution, urban
planning and multilateral environmental agreements, thus making a breakthrough
beyond the traditional role of foresters.
As DENR Undersecretary for Environment and International Environmental Affairs,
former concurrent Environmental Management Bureau Director and former Deputy
Project Director, Forest Management Bureau- National Forestation Development
Office, he brought Philippine forestry to a higher level in the national and
global agenda such as in the Paris Agreement under the UN Framework Convention
on Climate Change and the UN Sustainable Development Goals."
FOR OUTSTANDING CERTIFIED PUBLIC ACCOUNTANT - DR. RUPERTO PACIS SOMERA, Ph.D.
"For being an internationally renowned and multi- awarded tax practitioner,
advisor and fellow; for his sterling academic achievements having obtained three
degrees in Business Administration major in Accountancy, Commerce major in
Tariff and Taxation and Forestry and completed both his Master of Science in
Commerce and Doctoral Degree in Business Management with highest honours; for
his immense contribution to the advancement of the accountancy profession
especially in the field of taxation for which he was conferred the PICPA Hall of
Fame, the University of the Philippines and Manuel L. Quezon University, and the
Excellent and Brilliant Service Award by the Professional Regulation Commission,
among others; for having contributed significantly in the attainment of the
goals of various professional and civic organizations that he served as an
officer; for the laudable and untainted 43 years of service to the Bureau of
Internal Revenue for which he was awarded the Huwaran Pilipino in Government
Service for being an eminent author of tax books and technical papers which are
widely used by most companies, schools and professional organizations; for being
a sought- after tax lecturer here and abroad up to this date; and for his
selfless and countless service to the community and the church."
